- Session prorogued
ISLAMABAD, December 3, 2021: The Balochistan Assembly adopted two resolutions on Friday and consumed 30 percent of its proceedings in points of order, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the House proceedings during the 6th and last sitting of the 47th session:
Members’ Participation
- The House met for two hours and 59 minutes; however, the proceedings remained suspended for 39 minutes due to prayer break.
- The sitting started at 04:23 pm against the scheduled time of 02:00 pm.
- The speaker took oath and presided over the sitting for 46 minutes while the remaining sitting was chaired by the deputy speaker.
- The leader of the House (Chief Minister) did not attend the sitting.
- The leader of the opposition attended the entire sitting.
- As many as three MPAs (five percent) were present at the outset and seven (11 percent) at the adjournment of the sitting.
- The parliamentary leaders of PTI, BNP-A, BAP, MMAP, PkMAP, BNP-M and JWP attended the proceedings.
- One out of three minority lawmakers was present.
Output
- The House adopted two resolutions demanding the provincial government to construct stadium near Eastern bypass in Quetta (PB-31) and repair road from Dera Allah Yar to Main Sohbatpur road. Four lawmakers spoke on these resolutions for 19 minutes.
Representation and Responsiveness
- The House took up one out of eight starred questions while lawmakers asked three supplementary questions.
- A calling attention notice (CAN) on the agenda was deferred due to absence of relevant minister.
- The House passed a motion to elect BNP-M lawmaker as member of Standing Committee on Revenue, Excise and Taxation, Board of Revenue and Transport.
Order and Institutionalization
- Nine lawmakers spoke on points of order for 53 minutes consuming 30 percent of proceedings time.
- The session was prorogued sine die.
Transparency
- ‘Orders of the Day’ was available to the legislators, observers and others.
- The attendance of lawmakers was not available to the observers and media.
