ISLAMABAD, March 26, 2022: The Provincial Assembly of Balochistan concluded pre-budget debate that consumed 93 percent of the sitting time on Saturday, says Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the House proceedings during the third and last sitting of 51st session:
Members’ Participation
- The House met for an hour and 58 minutes.
- The sitting started at 03:54 pm against the scheduled time of 03:00 pm.
- The deputy speaker presided over the entire proceedings in the absence of speaker.
- The leader of the house (chief minister) was present for 35 minutes.
- The leader of the opposition did not attend the sitting.
- As many as two (three percent) legislators were present at the start and 11 (17 percent) at the end of the sitting.
- The parliamentary leaders of BNP-A, PkMAP, HDP and ANP attended the sitting.
- Two out of three minority members were present.
Representation and Responsiveness
- The House held pre-budget discussion and three lawmakers spoke on it for an hour and 39 minutes. Later, the chief minister concluded debate and spoke for 11 minutes.
Order and Institutionalization
- Two lawmakers spoke on points of order for four minutes.
- The session was prorogued sine die.
Transparency
- ‘List of Business’ was available to the legislators, observers and others.
- The attendance of lawmakers was available to the observers and media.
