ISLAMABAD, December 8, 2014: Starting 55 minutes behind the schedule, the third sitting of the Balochistan Assembly’s 15th session witnessed a continuation of debate on a motion regarding deteriorating law and order in the province, says Free and Fair Election Network in its daily factsheet.
Three members – one each belonging to PkMAP, JUI-F and NP – debated the motion for 31 minutes.
Thirty-two members (49% of the membership) were present at the start and 35 (54%) at the end of the sitting. A maximum of 36 members were seen at one point of the sitting.
The Speaker presided over the entire proceedings while the Chief Minister and the Opposition Leader also attended the entire sitting. The parliamentary leaders of PML-N, NP, ANP, JUI-F, PkMAP and PML were also present.
Following are some key observations of the parliamentary business:
Members’ Participation in House Proceedings:
- The Balochistan Assembly met for only 45 minutes.
- The sitting started at 1655 hours against the scheduled time of 1600 hours, witnessing a delay of 55 minutes.
- Thirty-two members (49% of the total membership) were present at the start and 35 (54%) at the end of the sitting. A maximum of 36 members were seen at one point of the sitting.
- The Speaker chaired the entire sitting.
- The Chief Minister and the Leader of the Opposition attended the entire proceeding.
- The parliamentary leaders of PML-N, NP, ANP, JUI-F, PkMAP and PML were present.
- Three non-Muslim members attended the sitting.
Representation and Responsiveness
- Three members – one each belonging to PkMAP, JUI-F and NP – debated the motion on deteriorating law and order situation for 31 minutes. The motion was tabled in the first sitting.
Order and Institutionalization
- Only one point of order was raised that consumed one minutes of the proceedings.
- No protests/walkouts/boycotts were observed.
Transparency
- ‘Orders of the day’ was available to the legislators, observers and others.
- Information on members’ attendance was unavailable to observers and the public.
