Pre-U30/14-April-2013: This report highlights the use of state resources by political parties and candidates for election campaigns in various National Assembly (NA) constituencies around the country. It has been prepared from information gathered by Free and Fair Election Network’s (FAFEN’s) Constituency Long-Term Observers (CLTOs) from March 24 to April 2, 2013. FAFEN CLTOs are tasked to observe the participation of government officials in political activities and whether there is any campaign material, such as party flags, banners, posters, stickers and wall chalking, on or in the premises of government offices. They also observe announcements of development schemes as part of campaigning.
Pre-U29/13-April-2013: The scrutiny process of the nomination papers of candidates contesting the upcoming General Election was completed between April 1 and 7, 2013. The Free and Fair Election Network (FAFEN) has deployed Constituency Long-Term Observers (CLTOs) to observe the electoral processes in all constituencies across the country. This report has been prepared from data obtained by the CLTOs in 256 constituencies – 140 in Punjab, 60 in Sindh, 31 in Khyber Pakhtunkhwa (KP), 13 in Balochistan, nine in Federally Administered Tribal Areas (FATA), two in Islamabad Capital Territory and one constituency in the Frontier Regions (FRs). The data regarding the rejection of candidates’ nomination papers was directly observed by the CLTOs, while the data on challenges against candidates was compiled after obtaining copies of objections filed with the RO offices.
Pre-U28/12-April-2013: The Free and Fair Election Network (FAFEN) has deployed Constituency Long-Term Observers (CLTOs) in every National Assembly constituency across the country to observe all electoral processes including election campaigning. This Pre-Election Update is based on CLTO reports about political rallies held between March 24 and April 1, 2013.
Pre-U27/10-April-2013: This Pre-Election Update is based on interviews with 90 District Election Commissioners (DECs) conducted by District Long-Term Observers (DLTOs) of the Free and Fair Election Network (FAFEN). The interviews were held in 32 districts in Punjab, 25 in Sindh, 18 in Khyber Pakhtunkhwa (KP), eight in Balochistan, six Agencies in Federally Administered Tribal Areas (FATA) and the Islamabad Capital Territory (ICT).
Pre-U26/09-April-2013: This Pre-Election Update is based on data gathered by Constituency Long-Term Observers (CLTOs) of the Free and Fair Election Network (FAFEN) in 216 National Assembly (NA) constituencies – 123 in Punjab, 40 in Sindh, 10 in Balochistan, 30 in Khyber Pakhtunkhwa (KP), 11 in the Federally Administered Tribal Areas (FATA) and two in Islamabad Capital Territory (ICT). A table of these reporting constituencies appears at the end of this Update. FAFEN CLTOs, who observe and report on pre-electoral processes, obtained copies of candidate nomination papers from the offices of Returning Officers (ROs) in the constituencies.
Pre-U25/05-April-2013: This report is based on data reported by Constituency Long-Term Observers (CLTOs) of the Free and Fair Election Network (FAFEN) from March 24 to 29, 2013. Almost 400 pre-election observers have been deployed in all districts and National Assembly constituencies across the country. They record government postings and transfers, among other themes, that may influence the General Election 2013.
Pre-U24/04-April-2013: Free and Fair Election Network (FAFEN) has deployed Constituency Long Term Observers (CLTOs) in every National Assembly constituency across the country to observe the election campaign period. CLTOs report violations of the Election Commission of Pakistan (ECP) Code of Conduct for Political Parties and Candidates, among other topics. The following Pre-Election Update is based on reports gathered from CLTOs between March 24 and March 29, 2013, from a total of 66 constituencies – 51 constituencies in Punjab, 8 in Sindh, 5 in Khyber Pakhtunkhwa (KP), and one each in Federally Administered Tribal Areas (FATA) and Islamabad Capital Territory (ICT).
Pre-U23/01-April-2013: This report highlights issues relating to security and public accessibility of District Election Commissioner (DEC) offices observed by the District Long-Term Observers (DLTOs) of the Free and Fair Election Network (FAFEN) in 47 districts between March 11 and 20, 2013. It identifies potential public accessibility problems in eight of the 47 observed DEC offices and a need for enhanced security measures in 29 offices.
Pre-U22/29-Mar-2013: This report is based on direct interviews of political party office-bearers conducted by District Long-Term Observers (DLTOs) deployed across the country by the Free and Fair Election Network (FAFEN). It has been compiled from data gathered between March 18 and 22, 2013, from 79 districts - 26 in Punjab, 22 in Khyber Pakhtunkhwa (KP), 18 in Sindh, 10 in Balochistan, and three in the Federally Administered Tribal Areas (FATA). FAFEN DLTOs use a standardized interview format for discussions with political party office-bearers, which includes three questions on violence.
Pre-U21/28-Mar-2013: The Free and Fair Election Network (FAFEN) has deployed 130 District Long-Term Observers (DLTOs) in districts across the country to observe all aspects of the election process. The observers send data to the FAFEN Election Observation Secretariat in Islamabad, which uses it to publish pre-election updates distributed to the public, media and other stakeholders. The information is also used to raise issues with the stakeholders to help improve the electoral process.
