FAFEN’s Pre-Election Update: Campaign Materials Violate ECP Code of Conduct

Pre-U24/04-April-2013: Free and Fair Election Network (FAFEN) has deployed Constituency Long Term Observers (CLTOs) in every National Assembly constituency across the country to observe the election campaign period. CLTOs report violations of the Election Commission of Pakistan (ECP) Code of Conduct for Political Parties and Candidates, among other topics. The following Pre-Election Update is based on reports gathered from CLTOs between March 24 and March 29, 2013, from a total of 66 constituencies – 51 constituencies in Punjab, 8 in Sindh, 5 in Khyber Pakhtunkhwa (KP), and one each in Federally Administered Tribal Areas (FATA) and Islamabad Capital Territory (ICT).

FAFEN’s Pre-Election Update: ECP Urged to Improve Public Access to DEC Offices

Pre-U23/01-April-2013: This report highlights issues relating to security and public accessibility of District Election Commissioner (DEC) offices observed by the District Long-Term Observers (DLTOs) of the Free and Fair Election Network (FAFEN) in 47 districts between March 11 and 20, 2013. It identifies potential public accessibility problems in eight of the 47 observed DEC offices and a need for enhanced security measures in 29 offices.

FAFEN’s Pre-Election Update: Fifteen Office-bearers of Parties Allege Violence and Intimidation against Workers

Pre-U22/29-Mar-2013: This report is based on direct interviews of political party office-bearers conducted by District Long-Term Observers (DLTOs) deployed across the country by the Free and Fair Election Network (FAFEN). It has been compiled from data gathered between March 18 and 22, 2013, from 79 districts - 26 in Punjab, 22 in Khyber Pakhtunkhwa (KP), 18 in Sindh, 10 in Balochistan, and three in the Federally Administered Tribal Areas (FATA). FAFEN DLTOs use a standardized interview format for discussions with political party office-bearers, which includes three questions on violence.

FAFEN’s Pre-Election Update: Parties Naming Candidates; Defections at Peak

Pre-U21/28-Mar-2013: The Free and Fair Election Network (FAFEN) has deployed 130 District Long-Term Observers (DLTOs) in districts across the country to observe all aspects of the election process. The observers send data to the FAFEN Election Observation Secretariat in Islamabad, which uses it to publish pre-election updates distributed to the public, media and other stakeholders. The information is also used to raise issues with the stakeholders to help improve the electoral process.

FAFEN’s Pre-Election Update: ECP Should Ensure State Property Free of Campaign Material

Pre-U20/26-March-2013: This report highlights the use of state resources by political parties for election campaigning. It has been prepared from information gathered by the Free and Fair Election Network’s (FAFEN) District Long-Term Observers (DLTOs) between March 11 and 17, 2013. The DLTOs were tasked to observe whether there was any campaign material, such as party flags, banners, posters, stickers and wall chalking on the premises of government offices.

FAFEN’s Pre-Election Update: 71 DECs hold 321 meetings with election stakeholders

Pre-U19/22-Mar-2013: This update is based on interviews with 71 District Election Commissioners’ (DECs) between February 8 and March 15, 2013, about DECs’ coordination meetings with a wide range of district election stakeholders. DEC meetings with election stakeholders are essential to ensure transparency, efficiency and accountability in local election administration.

FAFEN’s Pre-Election Update: 62 Postings & Transfers, including 42 Police Officials and 6 Judges

Pre-U18/20-March-2013: This report is based on data reported by District Long-Term Observers (DLTOs) of the Free and Fair Election Network (FAFEN) from March 1 to 15, 2013. These pre-election observers have been deployed in all districts to record postings and transfers, among many other themes, that may influence the upcoming General Election 2013.

FAFEN’s Pre-Election Update: Over 96,000 voter applications filed in 23 districts since July 2012

Pre-U17/19-Mar-2013: This report documents voter registration statistics gathered from 33 reporting districts from July 10, 2012 to March 7, 2013. It is based on information collected by District Long-Term Observers (DLTOs) deployed by the Free and Fair Election Network (FAFEN). DLTOs interviewed District Election Commissioners (DECs) about ongoing voter registration, among other topics relevant to pre-election preparations for General Election 2013. The statistics gathered by DLTOs from DEC offices also include data sent by the National Database & Registration Authority (NADRA) to the Election Commission of Pakistan (ECP) for new voter registration since July 2012.

FAFEN’s Pre-Election Update: 42 out of 61 Observed DEC Offices without Security Guards

Pre-U16/18-March-2013: This report highlights issues relating to security and public accessibility to District Election Commissioner (DEC) offices as observed by District Long-Term Observers (DLTOs) of the Free and Fair Election Network (FAFEN) in 61 districts between February 27 and March 10, 2013. It identifies potential public accessibility issues in 15 of the 61 observed DEC offices and a need for enhanced security measures in 42 offices.

FAFEN’s Pre-Election Update: Political Parties Gear Up for Polls

Pre-U15/14-Mar-2013: The Free and Fair Election Network (FAFEN) has deployed 130 District Long-Term Observers (DLTOs) in districts across the country to observe all aspects of the election process. These observers send data to the FAFEN Election Observation Secretariat in Islamabad, which uses the information to publish Pre-election Updates distributed widely to the public and via media. The information is also used to raise issues with various stakeholders to help improve the electoral process.
