ISLAMABAD, December 30, 2014: Starting 47 minutes behind the schedule, the seventh sitting of the Senate’s 109th session on Tuesday continued the debate on the terrorist attack in Peshawar, says Free and Fair Election Network (FAFEN) in its daily factsheet.
Nine lawmakers – seven belonging to PPPP and one each from PML and PML-N – debated the commenced motion regarding the attack on Army Public School for two hours and twenty minutes (66% of the proceedings’ time).
Seven members (7%) were present at the start and 28 (27%) at the end of the sitting that was presided over by the Chairman. The Leader of the House, the Opposition Leader and the parliamentary leaders of PPPP, PkMAP, PML-N and ANP attended the sitting.
Following are some key observations of the House proceedings:
Members’ Participation in House Proceedings
- The Senate met for three hours and 33 minutes.
- The sitting started at 1447 hours against the scheduled time of 1400 hours, witnessing a delay of 47 minutes.
- The House held a prayer break for 43 minutes.
- The Chairman presided over the entire sitting.
- The Leader of the House and the Opposition Leader were present.
- Seven members (7%) were present at the start and 28 (27%) at the sitting’s adjournment.
- A maximum of 41 senators (39%) were observed to be present at one point of the sitting.
- The parliamentary leaders of PPPP, PkMAP, PML-N and ANP attended the sitting.
- One minority members was present.
- Three members applied for leave.
Output
- PPPP lawmaker presented a committee report on a Calling Attention Notice (CAN) moved by Senators Farhat Abbas and Farah Aqil on February 13 regarding non-issuance of domicile certificates to Christians in FATA.
Representation and Responsiveness
- Nine lawmakers – seven belonging to PPPP and one each from PML and PML-N – debated the commenced on the attack on Army Public School in Peshawar for two hours and twenty minutes.
Order and Institutionalization
- Ten points of order consumed 24 minutes of the proceedings’ time.
