ISLAMABAD, June 24, 2013: As many as 50 Cut Motions were raised by 18 members in the sixth sitting of the Khyber Pakhtunkhwa Assembly’s second session on Monday. Starting 36 minutes late, the sitting lasted four hours and 30 minutes.
As many as 75 members were present at the outset while 78 were there at the end of the sitting. A maximum of 107 members were present at one point of sitting.
The Speaker chaired the entire sitting. The Chief Minister, the Finance Minister, the parliamentary leaders of JI, QWP, ANP, PPPP, AJIP and the only member of APML attended the sitting.
Following are some key observations of the parliamentary business:
Members’ Participation in House Proceedings
- The KP Assembly met for four hours and 30 minutes. The House took two breaks of 71 minutes.
- The sitting started at 1636 hours against the scheduled time of 1600 hours, witnessing the delay of 36 minutes.
- The Speaker chaired the entire sitting. The Deputy Speaker was also present.
- The Chief Minister and the Finance Minister were present throughout the proceedings.
- The parliamentary leaders of JI, QWP, ANP, PPPP, AJIP and the only member of APML attended the sitting.
- As many as 75 members were present at the outset while 78 were there at the end of the sitting. A maximum of 107 members were present at one point of sitting.
- Three minority members attended the sitting.
- Two members applied for leave.
Representation and Responsiveness
- Eighteen members raised 50 Cut Motions. All the Cut Motions were later withdrawn.
Order and Institutionalization
- No instance of protest, walkout, or boycott observed during the sitting.
- One point of order consumed one minute of the sitting time.
Transparency
- List of Business (agenda) was available to the legislators, observers and others.
- Information on members’ attendance was not available to the observers and the public.
