ISLAMABAD, December 27, 2021: The Provincial Assembly of Khyber Pakhtunkhwa (KP) addressed 78 percent agenda on Monday and adopted a report of standing committee on higher education, observes Fee and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the House proceedings during the 25th sitting of 20th session:
Members’ Participation
- The House met for two hours and five minutes.
- The sitting started at 03:10 pm against the scheduled time of 02:00 pm.
- The deputy speaker presided over the entire proceedings in the absence of speaker.
- The leader of the House (chief minister) did not attend the sitting.
- The leader of the opposition attended the entire sitting.
- As many as 41 MPAs (28 percent) were present at the outset and 52 (36 percent) at the adjournment of the sitting.
- Parliamentary leaders of MMAP and PML-N were present.
- Three out of four minority lawmakers attended the sitting.
Output
- Minister for labor introduced the KP Public Service Commission (Amendment) Bill, 2021 and the KP Science, Technology and Innovation Endowment Fund Bill, 2021.
- A bill – the KP Razmak Cadet College Regulations (Repeal) Bill, 2019 – was withdrawn by the Minister for labor.
- Chairperson standing committee on higher education presented a report which was adopted by the House.
- Minister for labor presented the report on the observance and implementation of principles of policy for the year 2020.
Representation and Responsiveness
- The House took up three out of nine starred questions while lawmakers asked four supplementary questions as well.
- Six lawmakers debated an adjournment motion for 45 minutes which was regarding local government structure in the province.
- Jointly sponsored by JI lawmaker, the Chair admitted an adjournment motion regarding exclusion of 40 projects of 3150 MW of the province from Indicative Generation Capacity Expansion Plan.
- Minister for communication and works responded to a calling attention notice (CAN) regarding acquisition of land for Swat Expressway Way (Phase-II)
- Another CAN on the agenda lapsed due to absence of relevant lawmaker while a privilege motion was deferred on mover’s request.
Order and Institutionalization
- Six lawmakers spoke on points of order for 30 minutes.
- The House was adjourned to meet again on Tuesday, December 28, 2021 at 02:00 pm.
Transparency
- ‘Orders of the Day’ was available for the legislators, observers and the media.
- Attendance of the lawmakers was not available for the observers and the media.
