ISLAMABAD, May 22, 2017: The Khyber Pakhtunkhwa (KP) Assembly, on Monday, unanimously adopted a resolution demanding implementation on death sentence to Indian spy Kulbhushan Yadev, says Free and Fair Election Network.
Following are some key observations of 13th sitting of Assembly’s 24th session:
Members’ Participation
- The KP Assembly met for an hour and 24 minutes.
- The sitting started at 1546 hours against the scheduled time of 1500 hours.
- Twenty-six lawmakers (21%) were present at the start and 34 (27%) at the end of the sitting.
- The Deputy Speaker presided over the entire sitting.
- The Chief Minister was not present while the Leader of the Opposition attended the sitting for 70 minutes.
- Parliamentary leaders of QWP, PML-N and ANP were present.
- Two minority members attended the sitting.
Output
- Sponsored by JUI-F lawmaker, the House unanimously adopted a resolution recommending the federal government to hang out the Indian spy Kulbhushan Yadev for his involvement in espionage and terrorism in Pakistan.
- The House passed the Khyber Pakhtunkhwa Employees of Transport Department (Regularization of Services) Bill, 2017.
- The consideration of the Kaghan Development Authority Bill, 2017 was deferred due to absence of relevant minister.
- A member of Standing Committee on Procedure & Conduct of Business Rules, Privileges and Implementation of Government Assurances presented a report before the House.
Representation and Responsiveness
- The House took up five out of nine Starred Questions for answers during the proceedings. One question was deferred and three lapsed due to movers’ absence. The lawmakers also asked three supplementary questions.
- The House took up two Call Attention Notices regarding review of educational curriculum and regularization of the services of employees at Regional Blood Center in Peshawar.
Order and Institutionalization
- The lawmakers raised four Points of Order consuming seven minutes of the proceedings.
Transparency
- ‘Orders of the Day’ was available to the legislators, observers and other stakeholders.
- The attendance of lawmakers was not available to the observers and media.
