ISLAMABAD, April 2, 2019: The Provincial Assembly of the Khyber Pakhtunkhwa (KP) passed the KP Land Acquisition (Mines) (Amendment) Bill and adopted three supplementary resolutions after suspension of rules, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet on Tuesday.
Following are key observations of the House proceedings during tenth sitting of the sixth session:
Members’ Participation
- The Assembly met for two hours and 50 minutes.
- The sitting started at 1438 hours against the scheduled time of 1330 hours.
- The Speaker presided over the entire sitting.
- The Deputy Speaker was absent.
- The Leader of the House was not present.
- The Leader of the Opposition attended the entire sitting.
- As many as 47 MPAs (38%) were present at the outset while 40 (32%) at the adjournment of the sitting.
- The Parliamentary Leaders of ANP, PPPP and PML-N attended the proceedings.
- As many as two out of three minority lawmakers attended the sitting.
Output
- Moved by the Minister for Law, the House passed the KP Land Acquisition (Mines) (Amendment) Bill, 2019. The bill was introduced in the House on March 26, 2019.
- Moved by the lawmakers belonging to ANP and PTI, the House adopted three resolutions to condemn the murder of Shakeel Khan, nephew of ANP MPA Waqar Ahmad Khan in New York, end discrimination with members of a minority community by specifying posts of sanitation workers for them and consider Kalasha as a religion.
Representation and Responsiveness
- The House continued debate on law and order situation in the Province. Eleven lawmakers – ANP & MMAP (three each) PTI & PPPP (two each), and PML-N (one) – participated in the discussion that continued for an hour and 45 minutes.
- The Ministers for Communication and Works and Law responded to three Call Attention Notices (CANs) regarding reconstruction of Peshawar Ring Road, dam in Litembar, District Karak and recruitment of adhoc lecturers in commerce colleges of the province. These CANs were raised by lawmakers belonging to ANP and MMAP.
Order and Institutionalization
- As many as four lawmakers spoke on Points of Order consuming ten minutes of the proceedings.
- The House was adjourned to meet again on April 5, 2019 (Friday) at 1330 hours.
Transparency
- ‘Orders of the Day’ is available to the legislators, observers and others.
- The attendance of lawmakers is not available to the observers and media.
