ISLAMABAD, January 14, 2013: Starting an hour and 17 minute late, the Khyber Pakhtunkhwa Assembly’s 12th sitting of the ongoing 29th session met for an hour and 18 minutes.
All of the three bills on the agenda were passed by the Khyber Pakhtunkhwa Assembly. Those were The KPK Universities (Amendment) Bill 2012, The Provincial Services Academy (KPK) Bill 2013 and The Travel Agencies (Amendment) Bill 2013.
The house took up four calling attention notices.
An adjournment motion on non issuance of NOCs by the Provincial Public Service Commission was moved and debated for 13 minutes.
The sitting was chaired by the Speaker. The Chief Minister, the Leader of the Opposition and the parliamentary leaders of PMLN did not attend the sitting. However, the parliamentary leaders of PML, PPPP and PPPS were present in the sitting.
Members’ participation in House proceedings
- The Khyber Pakhtunkhwa Assembly met for an hour and 18 minutes.
- The sitting started at 1617 hours against the scheduled starting time of 1500 hours, witnessing a delay of an hour and 17 minutes. It ended at 1735 hours.
- The Speaker chaired the entire sitting. The Deputy Speaker was not present.
- The Chief Minister, the Leader of the Opposition, and the parliamentary leader of PMLN did not attend the sitting. The parliamentary leaders of PML, PPPP and PPPS were present.
- Only 34 members were present at the outset, while 35 were there at the time of adjournment. A maximum of 48 members were present during a point of sitting.
- Quorum was maintained throughout the sitting.
- One minority member attended the sitting.
- Seven members applied for leave.
Representation and Responsiveness
- All of the eight starred questions appearing on the agenda were responded to by the relevant ministries. Additionally, four supplementary questions were asked.
- Four calling attention notices were taken up. The first notice was on the delay in the employees’ insurance bill that has taken a year to appear but has yet to be passed. The second one was about no work done on flood damaged roads in Shangla despite funding from the Japanese Government. The third one was about a completely constructed school in PF-28 but classes have not started till date. The fourth and last one was about the buildings of two schools in PF-41 that were in demolishing state and needed to be demolished and reconstructed..
- An adjournment motion about delays in issuance of NOCs by the Provincial Public Service Commission due to which recruitment takes a lot of time. It was debated for 13 minutes.
Output
- Three bills were passed by the house. Those were The KPK Universities (Amendment) Bill 2012, The Provincial Services Academy (KPK) Bill 2013 and The Travel Agencies (Amendment) Bill 2013.
Order and institutionalization
- One point of order consumed one minute of the sitting time. It did not require ruling from the Chair.
