ISLAMABAD, August 31, 2021: The Provincial Assembly of Khyber Pakhtunkhwa (KP) passed two government bills and adopted three resolutions on Tuesday, observes Fee and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the House proceedings during the 9th sitting of 20th session:
Members’ Participation
- The House met for an hour and 55 minutes.
- The sitting started at 03:20 pm against the scheduled time of 2:00 pm.
- The speaker chaired the entire sitting.
- The deputy speaker was also present.
- The leaders of the House (Chief Minister) and the opposition were absent.
- As many as 45 MPAs (31 percent) were present at the outset and 60 (41 percent) at the adjournment of the sitting.
- The parliamentary leader of PML-N attended the proceedings.
- Two out of four minority lawmakers attended the sitting.
Output
- The House passed two government bills including the KP Medical Transplantation Regulatory Authority (Amendment) Bill, 2021 and the KP Shops and Establishments (Amendment) Bill, 2021.
- The House adopted three resolutions demanding to establish separate NADRA centers for women throughout the province after need assessment and facilitate females especially at existing centers, activate Risalpur Export Processing Zone and ensure steps for direct travel of Pakistani workers or residents to Saudi Arabia and UAE.
- Chairperson standing committee on health tabled a report after passage of a motion condoning delay in its presentation.
Representation and Responsiveness
- The House took up six out of nine starred questions, while the lawmakers asked three supplementary questions.
- A privilege motion of PML-N lawmaker against PESCO Chief was referred to the relevant committee.
- The Chair admitted an adjournment motion for debate which was regarding impact of Afghanistan situation on Pakistan.
- Minister for law responded to a calling attention notice regarding non-implementation on job quota during induction against Class-IV posts in Lower Kohistan.
Order and Institutionalization
- The House was adjourned to meet again on Friday, September 3, 2021 at 10:00 am.
Transparency
- ‘Orders of the Day’ was available for the legislators, observers and the media.
- Attendance of the lawmakers was not available for the observers and the media.
