ISLAMABAD, September 3, 2021:The Provincial Assembly of Khyber Pakhtunkhwa (KP) passed two government bills and discussed an adjournment motion regarding law and order situation in Peshawar, observes Fee and Fair Election Network (FAFEN) in its Daily Factsheet on Friday.
Following are key observations of the House proceedings during the 10th sitting of 20th session:
Members’ Participation
- The House met for two hours and 21 minutes.
- The sitting started at 11:04 am against the scheduled time of 10:00 am.
- The deputy speaker chaired the entire sitting in the absence of speaker.
- The leaders of the House (Chief Minister) and the opposition were absent.
- As many as 50 MPAs (34 percent) were present at the outset and 40 (28 percent) at the adjournment of the sitting.
- The parliamentary leader of ANP attended the proceedings.
- Three out of four minority lawmakers attended the sitting.
Output
- The House passed two government bills including the KP Universities (Amendment) Bill, 2021 and the KP Witness Protection Bill, 2021.
- Special Assistant to Chief Minister on higher education introduced the KP Universities (Second Amendment) Bill, 2021.
- Tabled by a lawmaker belonging to MMAP, the House adopted a resolution to condemn the act of heavy military siege by the Indian occupation forces on the funeral of Kashmiri leader Syed Ali Shah Gilani and snatching of the mortal remains from his family.
- Minister for labor presented the Annual Report of KP Revenue Authority for the year 2019-20 in the House.
Representation and Responsiveness
- The House took up two out of four starred questions, while the lawmakers asked two supplementary questions.
- The Chair admitted an adjournment motion for debate which was regarding privatization plan of government colleges in the province. The motion was sponsored by a PML-N lawmaker.
- Minister for communication and works responded to a calling attention notice regarding non-inclusion of a road construction scheme in Annual Development Program.
- The House debated an adjournment motion regarding law and situation in the province. Six lawmaker participated in debate and spoke for 45 minutes.
Order and Institutionalization
- Four lawmaker spoke on points of order for 15 minutes.
- The House was adjourned to meet again on Friday, September 10, 2021 at 10:00 am.

- ‘Orders of the Day’ was available for the legislators, observers and the media.
- Attendance of the lawmakers was not available for the observers and the media.
