ISLAMABAD, November 17, 2015: With 47 (38%) lawmakers present at the outset and 48 (39%) at the time its adjournment, the Khyber Pakhtunkhwa Assembly took only 40 minutes to take up 71 percent of its agenda for Tuesday, says Free and Fair Election Network in its daily factsheet.
The House passed one bill and allowed introduction of two bills including the KP Local Government (Sixth Amendment) Bill, 2015.
Following are some key observations of the House proceedings:
Members’ Participation in House Proceeding
- The KP Assembly met for 40 minutes.
- The sitting started at 1523 hours against the scheduled time of 1500 hours.
- The sitting was chaired by the Speaker.
- The post of Deputy Speaker continues to be vacant since October 15, 2014.
- The Leader of the House and the Leader of the Opposition did not attend the sitting.
- Forty-seven lawmakers (38%) were present at the start and 48 (39%) at the end of the sitting.
- JI and PML-N parliamentary leaders were present.
- Two minority members attended the sitting.
Output
- Introduced by Minister for Law, the House passed the KP Civil Servants (Amendment) Bill, 2015 in four minutes.
- Minister for Local Government, Elections & Rural Development introduced the KP Local Government (Sixth Amendment) Bill, 2015.
- On behalf of Chief Minister Khyber Pakhtunkhwa, the Minister for Law introduced the Whistleblower Protection and Vigilance Commission Bill, 2015, which was referred to the relevant committee.
Representation and Responsiveness
- Four out of the five starred questions appearing on the agenda for the day were taken up. One question to Ministry of Hajj remained unaddressed due to the absence of the mover.
- Sponsored by an ANP lawmaker, the House debated the adjournment motion on rehabilitation efforts in the earthquake-hit areas.
- The House did not take up two Calling Attention Notices (CANs) due to the absence of their movers. One notice sponsored by a QWP legislator was about the regularization of teaching assistants and the other submitted by a JUI-F member related to faulty orthopedic machinery in Lady Reading Hospital Peshawar.
Order and Institutionalization
- One Point of Order consumed three minutes of the sitting.
Transparency
- ‘List of Business’ was available to all members.
- Attendance of Members was not made public.
