ISLAMABAD, October 9, 2017: The Khyber Pakhtunkhwa Assembly transacted its entire business on Monday while the government presented the KP Public Health (Surveillance and Response) Ordinance, 2017 before the House, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are some key observations of the proceedings during fourth sitting of 26th session:
Members’ Participation
- The KP Assembly met for an hour and 58 minutes.
- The sitting started at 1528 hours against the scheduled time of 1500 hours.
- The Deputy Speaker chaired the entire sitting as the Speaker was not present.
- The Leader of the House (Chief Minister) and the Leader of the Opposition did not attend the sitting.
- As many as 34 lawmakers (27%) were present at the start and 36 (29%) at the adjournment of the sitting.
- The parliamentary leaders of JI, PPPP, PML-N and ANP attended the sitting.
- Only one minority lawmaker was present.
Output
- The government laid the Khyber Pakhtunkhwa Public Health (Surveillance and Response) Ordinance, 2017 and the Annual Report of the Khyber Pakhtunkhwa Prosecution Service for the year, 2016 in the House.
Representation and Responsiveness
- As many as 12 out of 15 Starred Questions were taken up for answers during the proceedings while two were disposed of due to absence of the movers. The lawmakers also asked seven supplementary questions.
- The House took up two Calling Attention Notices regarding difficulties faced by students due to online college admission system and irregularities in results of Matric and Intermediate examinations conducted by Malakand Education Board.
- The House referred a Privilege Motion submitted by a PTI lawmaker to the relevant committee.
Order and Institutionalization
- As many as two lawmakers spoke on Points of Order consuming 10 minutes of the proceedings.
- A PTI lawmaker protested over not being allowed to speak on a point of order. His protest lasted for five minutes. Another lawmaker of the ruling party also staged a one-minute protest against the federal government for utilizing the Peshawar’s development funds for bye-election campaign in NA-4.
Transparency
- Orders of the Day’ was available to the legislators, observers and others.
- The attendance of lawmakers was not available to the observers and media.
