ISLAMABAD, January 14, 2022: The Provincial Assembly of Khyber Pakhtunkhwa (KP) left most of its agenda unaddressed on Friday due to lack of quorum, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the House proceedings during 33rd sitting of 20th session:
Members’ Participation
- The House met for 25 minutes.
- The sitting started at 10:20 am against the scheduled time of 10:00 am.
- The deputy speaker presided over the entire proceedings in the absence of speaker.
- The leaders of the House (chief minister) and the opposition did not attend the sitting.
- As many as 19 MPAs (13 percent) were present at the outset and 29 (20 percent) at the adjournment of the sitting.
- Parliamentary leaders of all political parties were absent.
- Two out of four minority lawmakers attended the sitting.
Output
- The House did not consider a government bill, two calling attention notices and an adjournment motion.
Representation and Responsiveness
- The House took up one out of 10 starred questions while the remaining nine questions were lapsed due to absence of relevant lawmakers.
Order and Institutionalization
- A PML-N lawmaker pointed out quorum at 10:32 am following which the chair suspended the proceedings for eight minutes. On resumption of the proceedings, a JI lawmaker again pointed out the quorum which was found incomplete upon counting.
- The House was adjourned to meet again on Monday, January 17, 2022 at 02:00 pm.
Transparency
- ‘Orders of the Day’ was available for the legislators, observers and the media.
- Attendance of the lawmakers was not available for the observers and the media.
