ISLAMABAD, August 06, 2021: The National Assembly on Friday addressed 80 percent agenda and unanimously adopted a resolution condemning attack on a Hindu temple in Rahim Yar Khan district, observes Free and Fair Election Network (FAFEN) in its daily factsheet.
Following are key observations of the proceedings during 11th sitting of the 35th session:
Members’ Participation
- The National Assembly met for an hour and 28 minutes.
- The sitting started at 11:23 am against the scheduled time of 11:00 am.
- The deputy speaker presided over the entire sitting in the absence of speaker.
- The leaders of the house (Prime Minister) and the opposition did not attend the sitting.
- As many as 53 (15 percent) lawmakers were present at the outset and 90 (26 percent) at the adjournment of the sitting.
- The parliamentary leaders of GDA and PPPP attended the sitting.
- Eight minority lawmakers were present.
Output
- Tabled by Minister of state for parliamentary affairs, the House unanimously adopted a resolution strongly denouncing the attack on a Hindu Temple in Bhong area of Rahim Yar Khan.
- The House adopted two resolutions granting extension of 120 days to two ordinances with effect from September 5, 2021 including the Election (Second Amendment) Ordinance, 2021 and the Protection of Parents Ordinance, 2021.
- The Chair referred two bills to the relevant committees after their introduction in the House which were the Oil and Gas Regulatory Authority (Amendment) Bill, 2021 (Amendment in section 8) and the Civil Unmanned Aircraft System Bill, 2021.
- Parliamentary secretary for finance laid the report of the Federal Accounts for the Financial Year 2019-2020, the reports of the Auditor General for the Audit Year, 2020-21 and the Third Quarterly Report of the Board of Directors of State Bank of Pakistan on the State of Pakistan’s Economy for the year 2020-21.
- As many as four reports of various standing committees including Law and Justice, Cabinet Secretariat and Federal Education, Professional Training, National Heritage and Culture were presented in the House.
Representation and Responsiveness
- The House took neither observed question hour nor took up two calling attention notices (CANs) on the agenda.
Order and Institutionalization
- Sixteen lawmakers spoke on points of order for 52 minutes mainly condemning attack on a Hindu temple in Rahim Yar Khan district.
- A PML-N lawmaker pointed out the quorum at 12:28 pm but it was found complete upon counting.
- The House was adjourned to meet again on Monday, August 9, 2021 at 05:00 pm.

- ‘Orders of the Day’ was available to legislators, observers and public.
- Attendance of lawmakers was available to media and observers.
