ISLAMABAD, May 15, 2018: The National Assembly on Tuesday concluded debate on Federal Budget for the year 2018-19 and approved 93 demands for grants of various departments, observes Free and Fair Election Network (FAFEN) in Daily Factsheet.
Following are key observations of the proceedings during 11th sitting of the 56th session:
Members’ Participation
- The National Assembly met for three hours and six minutes.
- The sitting started at 1038 hours against the scheduled time of 1030 hours.
- The Speaker presided over the proceedings for an hour and 49 minutes while rests of the proceedings were chaired by a member of Panel of Chairpersons.
- The Deputy Speaker was not present.
- The Leader of the House (Prime Minister) attended the sitting for an hour and 45 minutes.
- The Opposition leader did not attend the sitting.
- Fifty-six lawmakers (16%) were present at the outset and 53 (15%) at the adjournment of sitting.
- The parliamentary leaders of APML, QWP, JI, PML-Z and AJIP attended the sitting.
- Five minority lawmakers were present.
Output
- Tabled by a PTI lawmaker, the House unanimously adopted a joint resolution to condemn Israeli aggression against Palestinians.
- The House adopted another resolution to pay compensation amount to those from whom land was acquired for Mansehra airport in Hazara Division. It was moved by a PML-N lawmaker.
- The House approved 93 demands for grants related to various ministries and departments.
Representation and Responsiveness
- Minister for Finance winded up debate on the Federal Budget for the year 2018-19 and spoke for 21 minutes.
Order and Institutionalization
- Lawmakers spoke on 23 points of order consuming an hour and 19 minutes of the proceedings.
- The Opposition lawmakers walked out of the House for ten minutes against criticism of Prime Minister on them during debate on a political issue.
- A PTI lawmaker pointed out the quorum at 1152 hours but it was found complete upon counting.
- The sitting was adjourned to meet again on May 16, 2018 (Wednesday) at 1030 hours.
