ISLAMABAD, April 19, 2022: The National Assembly left 99 percent agenda unaddressed on private members’ day and consumed major part of the proceedings in points of order, observes Free and Fair Election Network (FAFEN) in its daily factsheet on Tuesday.
Following are key observations of the proceedings during the 10th sitting of 41st session:
Members’ Participation
- The National Assembly met for two hours and ten minutes.
- The sitting started at 02:28 pm against the scheduled time of 02:00 pm.
- The speaker presided over the entire proceedings.
- The deputy speaker’s post is lying vacant and the election for this position would be held on April 20, 2022.
- The leader of the house (prime minister) did not attend the sitting.
- As many as 65 (19 percent) lawmakers were present at the outset and 19 (six percent) at the adjournment of the sitting.
- Parliamentary leaders of PML-N, JWP, MQMP, BAP and MMAP attended the sitting.
- Four out of ten minority lawmakers were present.
Output
- The House did not consider 50 private members’ bills, 41 reports of standing committees, five private members’ resolutions and as many motions under rule 259 and three amendments in the rules of procedure and conduct of business in National Assembly, 2007.
- On behalf of Chairman Standing Committee on federal education, professional training, national heritage and culture, a member of the committee presented report on the International Institute of Science, Arts and Technology Bill, 2021.
Order and Institutionalization
- As many as thirteen lawmakers spoke on points of order (POs) for an hour and 47 minutes consuming 82 percent of the proceedings’ time.
- The House was adjourned to meet again on Wednesday, April 20, 2022 at 02:00 pm.
Transparency
- ‘Orders of the Day’ was available to legislators, observers and public.
- Attendance of lawmakers was available to media and observers.
