ISLAMABAD, December 10, 2015: The proceeding of the National Assembly was suspended for 39 minutes due to lack of quorum on Thursday during fourth sitting of ongoing 27th session, says Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are some key observations of the House proceeding:
Members’ Participation in House Proceeding
- The National Assembly met for two hours and 49 minutes while the proceeding remained suspended for 39 minutes due to lack of quorum
- The sitting started at 1036 hours against the scheduled time of 1030 hours
- The Speaker presided over the sitting for 47 minutes while the Deputy Speaker chaired the rest of the sitting
- The Prime Minister did not attended the sitting
- Ten ministers attended the sitting
- The Leader of the Opposition attended the sitting for 106 minutes
- 44 MNAs (13%) were present at outset and 34 (10%) at adjournment of the sitting
- The parliamentary leaders of PkMAP, JI, AMLP, PML, PML-Z and JUI-F were present
- Seven minority members were present
- Fourteen members applied for leave
Output
- The House passed the Criminal Law (Amendment) Bill, 2015 moved by the Federal Minister for Law & Justice. Nine lawmakers debated this bill for 15 minutes.
- A female member of the Standing Committee on Textile Industry presented before the House periodical report of the committee on behalf of its Chairman.
Representation and Responsiveness
- The House took up three of 34 starred questions appearing on the agenda. The members also asked 4 supplementary questions.
- The House took up two Calling Attention Notices regarding discrimination against traders of Balochistan by Customs and downfall of the textile industry.
- The House deferred the discussion on a motion of thanks to the President of Pakistan for his address to the Parliament.
Order and Institutionalization
- Members spoke on 12 Points of Order consuming 44 minutes of the proceeding.
- The proceeding remained suspended for 39 minutes due to lack of quorum pointed out by an independent lawmaker at 1040 hours.
