ISLAMABAD, September 30, 2016: The National Assembly suspended its regular agenda and discussed FATA reforms in the absence of Prime Minister and the Leader of the Opposition on Friday, observes Free and Fair Election Network (FAFEN) in Daily Factsheet.
Following are key observations of the proceedings during fifth sitting of the 36th session:
Members’ Participation
- The National Assembly met for two hours and 40 minutes.
- The sitting started at 1033 hours against the scheduled time of 1030 hours.
- The Speaker presided over the entire sitting while the Deputy Speaker was not present.
- The Leader of the House (Prime Minister) and the Leader of the Opposition did not attend the sitting.
- Thirty lawmakers (8%) were present at the outset and 33 (9%) at the adjournment of the sitting.
- The parliamentary leaders of PPPP, PkMAP, BNP-A, APML, QWP-S and ANP attended the sitting.
- Five minority members were present.
Representation and Responsiveness
- Moved by Minister for States and Frontier Regions, the House adopted a motion to suspend the regular agenda and hold discussion on FATA reforms.
- Five lawmakers took part in the discussion that consumed two hours.
Order and Institutionalization
- The lawmakers spoke on 10 Points of Order, consuming 12 minutes of the sitting.
Transparency
- ‘Orders of the Day’ was available to the legislators, observers and public.
- The attendance of lawmakers was available to the media and observers.
