ISLAMABAD, June 21, 2021: The National Assembly consumed 96 percent of its proceedings in debate on the federal budget 2021-22, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet on Monday.
Following are key observations of the proceedings during eleventh sitting of the 34th session:
Members’ Participation
- The House met for 11 hours and 54 minutes.
- The proceedings started at 12:05 pm against the scheduled time of 12:00 pm.
- The speaker chaired the proceedings for an hour and 33 minutes, the deputy speaker for an hour and 50 minutes while the remaining sitting was chaired by two members of panel of chairpersons.
- The leaders of the House (Prime Minister) and the opposition did not attend the sitting.
- A total of 31 lawmakers (nine percent) were present at the outset and 14 (four percent) at the adjournment of the sitting.
- The parliamentary leaders of BAP, GDA, ANP and MMAP attended the sitting.
- Eight out of ten minority lawmakers were also present during the proceedings.
Representation and Responsiveness
- Thirty-seven lawmakers participated in debate on federal budget 2021-22 and consumed 11 hours and 20 minutes of the proceedings. Minister for Finance and Revenue also participated in budget debate and spoke for ten minutes.
Order and Institutionalization
- An independent lawmaker and Minister of state for parliamentary affairs spoke on points of order for four minutes.
- The House was adjourned to meet again on Tuesday, June 22, 2021 at 11:00 am.
Transparency
- ‘Orders of the Day’ was available to the legislators, observers and public.
- Attendance of lawmakers was available to the media and observers.
