ISLAMABAD, January 10, 2022: The National Assembly did not take up its agenda on Monday and discussed heavy snowfall in Murree resulting deaths of several tourists, observers Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the proceedings during first sitting of 40th session:
Members’ Participation
- The National Assembly met for two hours and 42 minutes.
- The sitting started at 05:36 pm against the scheduled time of 04:00 pm.
- The speaker presided over the sitting for an hour and 16 minutes while the remaining sitting was chaired by the deputy speaker.
- The leader of the house (Prime Minister) did not attend the sitting.
- The opposition leader was present for 41 minutes.
- As many as 58 (17 percent) lawmakers were present at the outset and 37 (11 percent) at the adjournment of the sitting.
- The parliamentary leaders of PML-N, ANP, MMAP, PPPP, PML, BAP and GDA were present.
- Eight minority lawmakers were present.
Output
- The House did not consider legislative agenda, nine reports of the standing committees and five statutory reports.
- Adviser to the Prime Minister on Parliamentary Affairs presented a copy of the Paigham-e-Pakistan adopted and recommended for laying in the Parliament by the Council of Islamic Ideology.
Representation and Responsiveness
- Nineteen lawmakers including the leader of the opposition and Minister for information participated in debate on Murree tragedy and spoke for two hours and 27 minutes.
- The House neither took up two calling attention notices nor considered a motion of thanks to the President for his address to both Houses and a motion under Rule 259 were not taken up.
Order and Institutionalization
- An Independent lawmaker staged walk out from the House for five minutes when the Chair did not allow him to speak on floor of the House.
- The House was adjourned to meet again on Tuesday, January 11, 2022 at 04:00 pm.
Transparency
- ‘Orders of the Day’ was available to legislators, observers and public.
- Attendance of lawmakers was available to media and observers.
