ISLAMABAD, November 15, 2021: The National Assembly left entire agenda unaddressed on Monday due to lack of quorum and consumed major part of its proceedings in points of order, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the proceedings during sixth sitting of the 38th session:
Members’ Participation
- The National Assembly met for an hour and 30 minutes.
- The sitting started at 05:34 pm against the scheduled time of 05:00 pm.
- The speaker chaired the sitting for an hour and 20 minutes while the remaining sitting was presided over by a member of panel of chairpersons.
- The deputy speaker was not preset.
- The leaders of the house (Prime Minister) and the opposition did not attend the sitting.
- As many as 67 (20 percent) lawmakers were present at the outset and 56 (16 percent) at the adjournment of the sitting.
- Parliamentary leader of PML-N, JWP, PML and MMAP attended the sitting.
- Six minority lawmakers were present.
Output
- The House did not take up legislative business, four reports of standing committees and two statutory reports.
Representation and Responsiveness
- The House neither observed question hour not took up two calling attention notices.
- A motion of thanks to the President for his address to both Houses was not taken up while another motion to refer a bill to joint sitting of Parliament also remained unaddressed.
Order and Institutionalization
- Six lawmakers spoke on points of order for 54 minutes related to political issues, summoning of joint session of parliament and fire in a market in Karachi.
- A PML-N lawmaker pointed out the quorum following which the proceedings remained suspended for ten minutes. On resumption of the proceedings 06:05 pm, the quorum was found complete upon counting.
- A PPPP lawmaker pointed out the quorum at 07:00 pm which was found incomplete upon counting and the House was adjourned to meet again on Tuesday, November 16, 2021 at 11:00 am.
Transparency
- ‘Orders of the Day’ was available to legislators, observers and public.
- Attendance of lawmakers was available to media and observers.
