ISLAMABAD, April 10, 2022: The National Assembly passed no-confidence resolution against the Prime Minister on Sunday, as 174 lawmakers voted in favour of it, observers Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the proceedings during 5th and 6th sitting of the 41st session:
Members’ Participation
- The National Assembly met for 15 hours and 32 minutes; however, the proceedings remained suspended for nine hours and 28 minutes due to prayer and other causal breaks.
- The 5th sitting started at the scheduled time of 10:30 am and lasted 13 hours and 29 minutes. The 6th sitting started at 12:02 am continued for two hours and three minutes.
- The speaker presided over the proceedings during 5th sitting for an hour and 38 minutes while the remaining sitting was chaired by a member of panel of chairpersons. A member of panel of chairpersons presided over the entire proceedings during 6th sitting.
- The deputy speaker was not present.
- Two hundred and sixteen lawmakers (63%) lawmakers were present at the outset and 194 (57%) at adjournment of the 5th sitting. A total of 176 lawmakers attended the 6th sitting.
- Parliamentary Leaders of BAP, GDA, AMLP, PML, BNP-M, ANP, MQMP, PPPP, PML-N, MMAP and JWP were present in the 5th sitting while 6th sitting was attended by parliamentary leaders of BAP, PML, BNP-M, ANP, MQMP, PPPP, PML-N, MMAP and JWP.
Output
- The House adopted no-confidence resolution against the Prime Minister under clause (1) of Article 95 of the Constitution. A total of 174 lawmakers voted in favour of the resolution while the procedure for recording votes was held under the provisions of the `Second Schedule’ provided in the Rules of Procedure and Conduct of Business in National Assembly, 2007.
Representation and Responsiveness
- The House neither observed question hour nor took up two calling attention notices.
Order and Institutionalization
- Twenty-three lawmakers spoke on points of order for four hours and 32 minutes.
- The treasury lawmakers except Minister of state for parliamentary affairs walked out from the House soon after the start of voting on no-confidence resolution.
- The House was adjourned to meet again on Monday, April 11, 2022 at 11 am.

- Orders of the Day was available to legislators, observers and public.
- Attendance of lawmakers was available to media and observers.
