ISLAMABAD, March 28, 2022: The National Assembly left most of its agenda unaddressed on Monday except a no-confidence resolution against the prime minister and a bill seeking amendment in the constitution, observes Free and Fair Election Network (FAFEN) in Daily Factsheet.
Following are key observations of the proceedings during the second sitting of 41st session:
Members’ Participation
- The National Assembly met for 20 minutes.
- The sitting started at 04:57 pm against the scheduled time of 04:00 pm.
- The deputy speaker chaired the entire sitting in the absence of speaker.
- The leader of the house (Prime Minister) did not attend the sitting.
- The leader of the opposition attended the entire sitting.
- As many as 165 (48 percent) lawmakers were present at the outset and 221 (65 percent) at the adjournment of the sitting.
- Parliamentary leaders of ANP, GDA, MMAP, PML-N, AMLP, PPPP, BNP-M and JWP attended the sitting.
- Eight out of ten minority lawmakers were present.
Output
- The leader of the opposition tabled a no-confidence resolution against Prime Minister. Earlier, the House passed a motion granting leave to move no-confidence resolution as 161 lawmakers voted in favor of it.
- Parliamentary secretary for finance introduced the Constitution (26th Amendment) Bill, 2022 related to creation of South Punjab province which was forwarded to the relevant committee.
- The House did not consider five reports of standing committees, three resolutions seeking extension of as many ordinances, two ordinances and as many statutory reports.
Representation and Responsiveness
- The chair deferred the question hour while two calling attention notices and a motion of thanks to the President were not taken up.
Order and Institutionalization
- The House was adjourned to meet again on Thursday, March 31, 2022 at 04:00 pm.
Transparency
- ‘Orders of the Day’ was available to legislators, observers and public.
- Attendance of lawmakers was available to media and observers.
