ISLAMABAD, March 1, 2021: The Punjab Assembly transacted its entire agenda on Monday and discussed matters related to law and order through points of order, says Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the House proceedings during the second sitting of the 30th session:
Members’ Participation
- The House met for an hour and 21 minutes.
- The sitting started at 1545 hours against the scheduled time of 1400 hours.
- The Deputy Speaker presided over the entire sitting in the absence of Speaker.
- The Leaders of the House and the Opposition did not attend the sitting.
- As many as 27 MPAs (7%) were present at the outset and 16 (4%) at the adjournment of the sitting.
- None of the Parliamentary Leaders attended the sitting.
- As many as two out of eight minority lawmakers attended the sitting.
Output
- Minister for Law presented reports in the House including Audit Reports on the Accounts of Revenue Receipts of Government of the Punjab for the Audit Year 2016-17 and 2019-20 and Appropriation Accounts Government of the Punjab Forest Department for the Year 2018-19. These reports were referred to Public Accounts Committee.
Representation and Responsiveness
- The House took up ten out of 35 starred questions while the lawmakers asked 16 supplementary questions as well.
- The House took up two Call Attention Notices (CANs) regarding law and order situation in Kasur and Sargodha. These CANs were raised by PML-N lawmakers.
- Two adjournment motions against practice of Postgraduate Resident Students in Jinnah Hospital, Lahore and promotion rules of Police department were referred to the relevant committees.
Order and Institutionalization
- Three lawmakers spoke on points of order for nine minutes which were related to law and order situation in their respective areas.
- The House was adjourned to meet again on March 2, 2021 (Tuesday) at 1400 hours.
