ISLAMABAD, April 13, 2018: The Senate, on Friday, passed a bill seeking to extend the jurisdiction of Supreme Court and Peshawar High Court (PHC) to Federally Administered Tribal Area (FATA), observes Free and Fair Election Network (FAFEN) in Daily Factsheet.
Following are key observations of the proceedings during the fifth (last) sitting of 276th session:
Members’ Participation
- The Senate met for an hour and 42 minutes.
- The sitting started at the scheduled time of 1030 hours.
- The Chairman presided over the entire sitting.
- The Deputy Chairman and the Prime Minister did not attend the sitting.
- The Leader of the House did not attend the sitting.
- The Leader of the Opposition attended the sitting for an hour and 31 minutes.
- As many as 18 (17%) lawmakers were present at the outset and 21 (20%) at the adjournment of the sitting.
- The parliamentary leaders of JUI-F, PML-F and PPPP attended the sitting.
- Two minority lawmakers were present.
Output
- Moved by Minister for SAFRON, the House passed the Supreme Court and High Court (Extension of Jurisdiction of Federally Administered Tribal Area) Bill, 2018. The bill was moved as supplementary agenda and Leader of the Opposition earlier presented report of the Committee of the Whole on this bill.
- State Minister for Finance laid a copy of the Money Bill, the Protection of Economic Reforms (Amendment) Bill, 2018.
Representation and Responsiveness
- The House took up a Calling Attention Notice (CAN) regarding a letter of the Cabinet Division bearing subject “Transfer back of the institutions/ functions” which was responded to by the Minister in-Charge of the Cabinet Secretariat.
- The Chair directed to constitute a special committee to look into the matter of non- implementation of Water Accord, 1991. The issue was raised in the House by PML-F lawmaker through a CAN.
- Three lawmakers spoke on an adjournment motion for 23 minutes which was regarding the decision of Civil Aviation Authority to operationalize new Islamabad International Airport with effect from April 20, 2018. Minister for Parliamentary Affairs winded up debate on it consuming four minutes of the proceedings.
