ISLAMABAD, September 29, 2021: The Senate transacted entire agenda on Wednesday and passed three government bills, says Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the proceedings during the third sitting of 314th session:
Members’ Participation
- The Senate met for three hours and 54 minutes.
- The sitting started at 03:36 pm against the scheduled time of 03:30 pm.
- The Chairman presided over the proceedings for two hours and 24 minutes while the remaining sitting was chaired by the Deputy Chairman.
- The leader of the house attended the entire sitting.
- The opposition leader was present for two hours and three minutes.
- As many as 24 lawmakers (24%) were present at the outset and 16 (16%) at the adjournment of sitting.
- The parliamentary leaders of PPPP, JI and PKMAP attended the sitting.
- Two out of four minority lawmaker were present.
Output
- The House passed three government bills including the Special Technology Zones Authority Bill, 2021; the PAF Air War College Institute Bill, 2021 and the Control of Narcotic Substances (Second Amendment) Bill, 2020.
- Five reports of the Standing Committees on as many legislative proposals were presented in the House.
Representation and Responsiveness
- Minister for Inter-Provincial Coordination responded to a calling attention notice regarding poor performance of Pakistani athletes at Olympics for more than three decades.
- Another CAN on the agenda was deferred on the request of relevant minister.
- The House took up 13 out 27 starred questions. In addition, lawmakers asked 19 supplementary questions.
- As many as 12 lawmakers spoke on points of public importance for an hour and 26 minutes.
Order and Institutionalization
- The House was adjourned to meet again on October 1, 2021 (Friday) at 10:30 am.
Transparency
- Orders of the Day was available to the legislators, observers and public.
- Attendance of lawmakers was available to the media and observers.
