ISLAMABAD, July 25, 2017: The Provincial Assembly of Sindh adopted a Private Member’s resolution demanding the resignation of the Prime Minister in the absence of Leader of the House and the Leader of the Opposition on Tuesday, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the House proceedings during second sitting of the 35th session:
Members’ Participation
- The Sindh Assembly met for two hours and 50 minutes.
- The sitting started at 1155 hours against the scheduled time of 1000 hours.
- The Deputy Speaker presided over the entire sitting as the Speaker was not present.
- The Leader of the House (Chief Minister) and the Leader of the Opposition did not attend the sitting.
- Twenty-two (13%) lawmakers were present at the outset and 43 (26%) at the adjournment of sitting.
- The parliamentary leaders of PPPP and MQM attended the sitting.
- Seven minority members were also present.
Output
- Moved by a PPPP lawmaker, the House passed a resolution urging the government to computerize the record in police stations and introduce e-complaint system in the province. Four lawmakers spoke on the resolution for 15 minutes.
- The House took up a PTI lawmaker’s resolution demanding resignation of the Prime Minister, which was left unaddressed while another resolution of PPPP lawmaker on this subject was adopted. Five lawmakers discussed these resolutions for an hour and 10 minutes.
Representation and Responsiveness
- The House took up five starred questions which were responded to by the relevant ministers. The lawmakers asked 20 supplementary questions as well.
- The House referred a PPPP lawmaker’s Privilege Motion to the relevant standing committee.
Order and Institutionalization
- Two Points of Order consumed as many minutes of the proceedings.
Transparency
- ‘Orders of the Day’ was available to the legislators, observers and public.
- The attendance of lawmakers was available to the media and observers.
