ISLAMABAD, February 26, 2018: The Sindh Assembly on Monday passed one bill and took up four Calling Attention Notices (CANs) appearing on `Orders of the Day’, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the House proceedings during second sitting of the 38th session:
Members’ Participation
- The Sindh Assembly met for an hour and 38 minutes.
- The sitting started at 1550 hours against the scheduled time of 1500 hours.
- The Speaker presided over the entire sitting.
- The Deputy Speaker was also present.
- The Leader of the House and the Opposition Leader did not attend the sitting.
- As many as 46 (28%) lawmakers were present at the outset and 45 (27%) at the adjournment of sitting.
- The parliamentary leaders of PPPP, MQM, PTI and PML-F attended the sitting.
- As many as four minority lawmakers were also present.
Output
- The House passed the Sindh Regularization of Teachers appointed on Contract Basis Bill, 2018. Another bill – the Sindh Sales Tax on Services (Amendment) Bill, 2018 was deferred.
- The Speaker announced assent of the Governor on the Sindh Public Procurement (Amendment) Bill, 2017.
Representation and Responsiveness
- The House took up four CANs regarding illegal occupation on plot of Khairpur Commercial College, shortage of doctors and medicines at Civil Hospital Sanghar, increase in kidnapping incidents at Shikarpur and sale of drugs outside educational institutions in Karachi.
- A CAN regarding a report of UN about malnutrition among women of Sindh was not taken up due to absence of mover.
- The Chair rejected an adjournment motion of PTI lawmaker.
- The House took up three out of five starred questions. In addition, lawmakers asked 20 supplementary questions.
Order and Institutionalization
- A lawmaker spoke on a point of order for one minute.
- The House was adjourned to meet again on Tuesday, February 27, 2018 at 1000 hours.
Transparency
- ‘Orders of the Day’ was available to the legislators, observers and public.
- The attendance of lawmakers was available to the media and observers.
