ISLAMABAD, October 1, 2019: The Provincial Assembly of Sindh adopted a supplementary resolution paying homage to the martyrs of historic Movement for Restoration of Democracy (MRD) and skipped private member’s business on Tuesday, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the House proceedings during ninth sitting of the sixth session:
Members’ Participation
- The House met for two hours and 39 minutes.
- The sitting started at 1510 hours against the scheduled time of 1400 hours.
- The Speaker presided over the sitting for an hour and 30 minutes while the Deputy Speaker chaired the rest of the proceedings.
- The Leader of the House attended the entire sitting.
- The Leader of the Opposition attended the proceedings for an hour and 40 minutes.
- As many as 41 MPAs (24%) were present at the outset and 63 (38%) at the adjournment of the sitting.
- The parliamentary leaders of PPPP, GDA, and MMAP attended the proceedings.
- As many as seven out of nine minority lawmakers attended the sitting.
Output
- Moved by a PPPP lawmaker, the House unanimously adopted a resolution paying tribute to the martyrs of MRD. As many as nine lawmakers spoke on the subject for an hour and 11 minutes.
- The House did not consider an Adjournment Motion, three private members’ bills, five resolutions, a standing committee report, five private motions and 28 notices to amend the Assembly’s Rules of Procedure.
Representation and Responsiveness
- Minister for Home responded to seven out of 35 starred questions while the lawmakers asked 26 supplementary questions as well.
Order and Institutionalization
- A lawmaker raised Point of Order consuming five minutes of the proceedings.
- The lawmakers belonging to opposition protested during the proceedings for five minutes against skipping private members’ agenda. The PTI lawmakers also staged a walkout from the proceedings at 1650 on this issue and did not return to the House till its adjournment.
- The House was adjourned to meet again on October 2, 2019 (Wednesday) at 1400 hours.
Transparency
- ‘‘Orders of the Day’ was available to the legislators, observers and public.
- The attendance of lawmakers was available to the media and observers.
