ISLAMABAD, December 3, 2019: The Provincial Assembly of Sindh skipped entire Private Members’ business on Tuesday and adopted a supplementary resolution demanding to establish women police stations in each district of Sindh, observes Free and Fair Election Network (FAFEN) in its Daly Factsheet.
Following are the key observations of the House proceedings during 30th sitting of the sixth session:
Members’ Participation
- The House met for an hour and 48 minutes.
- The sitting started at 1530 hours against the scheduled time of 1400 hours.
- The Speaker presided over the entire sitting while the Deputy Speaker was also present.
- The Leader of the House did not attend the proceedings.
- The Leader of the Opposition attended the proceedings for 20 minutes.
- As many as 44 MPAs (26%) were present at the outset and 46 (28%) at the adjournment of the sitting.
- The parliamentary leaders of PPPP, PTI, MQMP, MMAP and TLP attended the proceedings.
- Seven out of nine minority lawmakers attended the sitting.
Output
- Moved by the Minister for Women Development, the House adopted a supplementary resolution recommending the provincial government to establish women police stations in each district of Sindh. Three lawmakers spoke on it for 12 minutes.
- The House did not take up any of the Private Members’ business appearing on agenda. The agenda included an Adjournment Motion, two Private Members’ bills, a report of the Standing Committee on a legislative proposal, five Private Resolutions and as many Private Motions and 31 Motions proposing amendments in Assembly’s Rules of Procedure.
Representation and Responsiveness
- The Minister for Agriculture responded to two out of five starred questions while the lawmakers asked 16 supplementary questions as well.
- The Ministers for Information and Women Development gave a policy statement under Rule 261 regarding recent incident of honor killing in Dadu. She spoke on the issue for six minutes.
Order and Institutionalization
- The House was adjourned to meet again on December 4, 2019 (Wednesday) at 1400 hours.
Transparency
- ‘Orders of the Day’ was available to the legislators, observers and public.
- Attendance of the lawmakers was available to the media and observers.
