ISLAMABAD, January 19, 2017: The Provincial Assembly (PA) of Sindh unanimously adopted a resolution to pay tribute to the political leaders, G.M Syed and Fazil Rahu, for their services while it referred the Societies Registration (Sindh Amendment) Bill, 2015 to relevant standing committee on Thursday, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the proceedings during second sitting of the 29th session:
Members’ Participation
- The Sindh Assembly met for two hours and seven minutes.
- The sitting started at 1121 hours against the scheduled time of 1000 hours.
- The proceedings were suspended for three minutes due to a prayer break.
- The Speaker was not present as he is performing the duties of acting Governor of Sindh.
- The Deputy Speaker presided over the entire sitting.
- The Chief Minister attended the sitting for 48 minutes.
- The Leader of the Opposition attended the sitting for 40 minutes.
- Thirty-seven lawmakers (22%) were present at the start and 46 (27%) at the adjournment of sitting.
- The Parliamentary leaders of PPPP, MQM, PML-N and PTI were present.
- Four minority members also attended the sitting.
- One member applied for leave.
Output
- Tabled by PML-N lawmaker, the House unanimously adopted a resolution as supplementary agenda to pay homage to the political leaders, G.M Syed and Fazil Rahu for their services.
- Tabled by the Minister for Parliamentary Affairs, the House referred the Societies Registration (Sindh Amendment) Bill, 2015 to relevant standing committee.
Representation and Responsiveness
- Five Starred Questions were taken up and responded to by the relevant ministers. The lawmakers also asked 22 Supplementary Questions.
- The Chair rejected an Adjournment Motion (AM) sponsored by PML-F female lawmaker regarding dilapidated condition of Civil Hospital, Shikarpur after being opposed by the government. Three lawmakers spoke on the subject for 13 minutes.
- The House took up two out of five Call Attention Notices (CANs) on various issues of public importance.
Order and Institutionalization
- The lawmakers spoke on three Points of Order consuming 12 minutes of the proceedings.
- A MQM lawmaker protested for one minute over attitude of the Chair for not being allowed to speak on a Point of Order.
Transparency
- ‘Orders of the Day’ was available to the legislators, observers and public.
- Attendance of lawmakers was not available on website of the Assembly.
